We have one of those wretched Russian Vine creepers planted right up against
the wall of our house.  I'm wondering if the roots will affect the
foundations?  And if so and we cut it right down as far as we can go, will
that kill it ?

It will respond to cutting back (a good pruning) by growing even more
vigorously.

We had one growing up to the clouds. It did not cause any problems
with the foundations but it lifted up some of the roof tiles. I cut it
down at ground level and it did not grow back.
