I think most of the plants are planted from pots, but the ground was frozen
solid until a week ago.

Ours appear to have disappeared over the last couple of years, think it's
the Leylandii hedge next door ,10ft away, sucking all the moisture out of
the soil in the summer. Other plants nearby are also showing signs of
distress and that used to be a damp spot.

Thinking aloud, I wonder if you can buy copper pellets for an air rifle?
:-)
It's actually the end of the hedge that is against our garden so we are
lucky in that respect.
