If deer are getting into your garden, and you don't want to make a
eight-foot-tall fence, you'll find you can keep them out with a much
lower fence as long as the fenced area is narrow. If the area you
enclose is only six feet wide, the deer will not jump over even a five-
foot fence, because they would feel claustrophobic inside. They need a
little room to get a running start even for small jumps and so won't
enter small areas. If your area is wider than six feet, you can put a
second line of short fence inside the outer fence to discourage the

Increase your minimum dimensional requirement for a 5' fence. My garden is
8X8. Fence is 5'. Works fine. Yes, have plenty of whitetail deer.
Claustrophobic isn't what's going on. They don't want to hit the fence on
the other side when landing. At 5', they need a slight running start to
clear the fence as you've already indicated.
One can trim down and add fencing to gain height. It doesn't have to be
actually a physical barrier. Just a visual to dissuade entry. Does have to
hold up against the wind.
Adding a lower height fence inside the original fenceline is maybe
encroaching on the existing garden...
