The leaves look like mimosa but the flowers are not feathery/powder
puffy as I know mimosa.... where is this?

Is the foliage from the same plant? There's not enough detail to be
sure, but the flowers look rather like Tropaeolum speciosum (Flame
Creeper), but the foliage doesn't match that.
