It's a Equisetum arvense or Horsetail and is edible.
Caution: TWikipedia<<The buds are eaten as a vegetable in Japan and Korea in
spring time. All other Equisetum species are toxic. In polluted conditions,
it may synthesise nicotine. There is a pic on wiki and it doesn't look like
what you showed.
