I have some silver maples (Acer L.) (Acer L.) and a couple of ash's trees that the surface roots
are really getting out of hand.

Will cutting them out weaken the tree, that is make is sickly or easier to
blow over?

They are about 30-40 feet tall.

Yes. Maple and Ash have probably the most horizontal root system of all
trees. You go cutting the big roots, and most likely the tree will die.
Best not to bury them, either. The tree grows that way for a reason, and
there's really nothing you can do to change it's habits.
