Question on Horticultural Oil shorty 10-17-2008

If you were  Registered and logged in, you could reply and use other advanced thread options
 Have 16 oz container of "Dragon" Horticultural spray oil that says dormant &
growing season spray...the directions are missing...just wonder if this need
to be diluted or not.....active ingredient petroleum oil 98%....thanks
